I think it's an Americanism thingy. When you go there they love them and are a bit of a sex icon in some respects. All the lady celbs wear them and portray them as being a sexy piece of clothing to wear. There is even a velour tracksuit label called "fetish" by Missy Eliott.
They're also a very nice fabric upon touch too.

My main other kinky fantasy growing up (OK, and still is) is being sawn in half by a magician.
