Pudding will dilute just like the rest of the stuff. I've used fairly large quantities in the past. As long as you are connected to a sewer, no problem. I also live in northeast USA, but I live in a rural community, and I have a septic tank, so I can't flush anything down the pipes. I have to bag and discared everything at the dump! I got some funny looks one day when a bag full of beans and spaghetti burst in the hopper!

Well, I certainly expected it would dilute sufficiently. Bagging and dumping is a possibility if washing down the tub was an impossiblity, but when you're talking about quantities of that size, it's unrealistic.
