Yes, I used to have a car that produced effluent like that!
I believe it is a simple concoction known as treacle with varying amounts of warm water well mixed in. It is very good on thick materials as it soaks and stains simultaneously! Nice look!!
Very sticky if it dries on the skin though! Prefer the undiluted version myself.
