Yes, I agree about serious motoring offences, speeding, etc., of course.
I think the resentment comes from heavy penalties for trivial matters such as minor parking issues, and the high taxes on licences, fuel, etc., which is just a source of government revenue from those (i.e. most) of us who have no option but to drive. It's easy to get that money, but more effort to prosecute drivers without insurance or licence.
I have a fortnightly 100 mile (about 2-3 hours) journey by car for business, and I recently went on the government website to see their suggestion for alternative public transport.....nearly 8 hours each way by train and bus, which then left me late at night at a station about 8 miles from here, with no way to get home except walking or taxi!
