The reason for the rise of gunge and gunge tanks was also the BBC guidelines for children's comedy writers. These specified that nothing thrown around should look like real food or paint in case children copied it and that nothing should look like bullying (ie no one stooge getting all the mess). I believe at one point they even stipulated that no 'figures of authority' should be seen to be victims. Which basically takes away just about every slapstick gag under the sun.
